Budget 2014 perceptions of unfairness denting surplus plan

NDP finance critic Don Davies says the NDP should have seen more of the $1.6-billion surplus promised last year as it prepared its 2014 federal budget.

"That's a staggering amount, given the reality of the situation, and they should have been able to see it coming. They're paying too much to maintain their spending levels and they continue to pay it at the same time," Mr. Davies said in an interview.

Mr. Davies said the Liberals' promises of higher taxes and more spending on roads, schools and public hospitals, while good, don't match up to the reality for families.

Mr. Duffy is known for holding back some of the money he promised the federal government last year, but in a speech to business leaders in Winnipeg this month he suggested he would raise taxes by more than $9-billion in total if re-elected as the next leader. His position now is that he won't touch his annual $3-billion contingency budget, although Mr. Duffy did propose a $2.5-billion increase over the next seven years.

Mr. Duffy's campaign has said he will take the money raised in surplus into another area that doesn't necessarily rely on new revenue and is instead focused on paying down debt. Mr. Davies said Mr. Duffy's own financial statements "completely refute" the idea.

The NDP has been touting its $1.6-billion surplus as a strong reason it was elected in November, but that's going to be harder to maintain when Mr. Duffy's expenses hit $11.9-million this week.

"These kinds of revelations make it difficult to have confidence in the NDP's plan to balance the budget, when you've got the biggest budget of any of the parties in this province. Even their most recent budget was less than a billion dollars. It would take over $11.9-million dollars to cover the projected deficits," Mr. Davies said.

The NDP says its plans include putting $15-million into the province's health care system and another $13.4-million in infrastructure spending and $25-million in tax cuts over the next five years ﾃ｢竄ｬ窶� which includes $2-million on Friday to match the projected $2.5-billion surplus.

The party has not yet released details of its deficit estimates.

"The only reason they have not provided an even more detailed accounting would be to avoid releasing any more information. The people of this region ﾃ｢竄ｬ窶� the people who rely on these types of services and resources ﾃ｢竄ｬ窶� deserve that information. It's time that we held them to the truth," Mr. Davies said.
